At RCS LLC we strive to maintain a viable, honest and long lasting relationship between both owner and tenant.
It is in our best interest that both the tenant and owner are “happy” and the attention we apply towards both entities produces results and even better yet produces paying tenants. In this industry there is no way to guarantee that a tenant is going to pay on time each and every month, as much as we would all like to believe that. There are instances where life circumstances out weigh your tenant’s rental obligation. We would be misleading if you stated otherwise. But we will take all the precautionary measures and be PRO-ACTIVE with your property to assure that everything on your end as the owner is up to quality living standards. This is the most you can do as an owner.
RCS LLC will also take the same measures to assure the tenants are qualified and viable renters and that their verified incomes can support your rental needs. Being pro-active prevents being reactive. But if need be we can react quickly and effectively on our owners behalf.
There are a variety of services provided by RCS LLC tailored to out-of-town or absentee owners. Below are just a few.
Brief: Rental collections, tenant screening, trouble shooting, maintenance programs, lease assistance, move-in/move-out inspections, initial property set up and walk through, unit turnovers etc… Our monthly service for the above are $75 per unit for up to 4 rental units, $49.00 one time set fee per apartment approved for rental and a one month tenant locating fee to be paid by the owner for every successful rental. 1. How do you screen a potential tenant? Potential tenants are screened via NTN (National Tenant Network) which specializes in tenant owner screenings.
2. What kind of background check can I request for my potential tenants?
An owner can request a credit check and income verification, if an owner request a criminal background check for one property then that owner must request and pay for a criminal background check for all their units each time they process a request.
3. What is your process when a tenant doesn’t pay on time?
A. A follow up phone call is placed on the 4th and the 5th of the month.
B. A late letter is sent to the tenant on day 6th of the month for non collected rents.
C. The letter above includes a 5 day notice to pay in full and notification of late fee applied.
D. The notice to quit and deliver is sent on the 15th day of the month via mail inclusive of a service of 30 day notice to vacate.
E. On the 1st day of the next month if the owner request we can begin the eviction process.
F. On 15th day of the month a FOR RENT sign is posted at the delinquent property. This tactic helps since they realize that the RCS LLC is serious about re-renting the unit.
4. How do I receive my rent paid?
The rents are mailed directly to the owners on a monthly basis by RCS LLC. It is up to the owner to deposit the rents in a timely manner.
5. Will I receive my rents on time every month?
That depends if the tenant pays on time each month. You can expect to receive your rents by the 10th of each month. The tenants are scheduled to pay by the 5th or face a late fee. Once the rents are received they are mailed out to the owner which normally takes 2-3 days for receipt on your end. There will be instances where the rents are received later than on the 5th by RCS LLC.
6. What type of action is taken for late rents?
A $100 late fee is added to each lease for payments after the 5th. $50 of this $100 is paid to the owner and $50 is paid for administrative fees to RCS LLC.
7. What if the tenant doesn’t pay the late fee?
If the tenant is late and doesn’t pay the late fee, then the late fee for that particular month will be deducted from their security deposit and a notice will be mailed to the tenant notifying them of this action. Once a tenant accrues 5 late fees, they are scheduled with the owners approval to pay the moneys owed in full or face eviction.
7. How do I pay your company for the monthly service provided?
Monthly management fees are collected on the 21st of each month via credit card payment set up with either Pay Pal or through our bank merchant program. For more info please contact us directly. You can also mail your payments monthly but monthly payments must be paid in increments of 3 months at a time in advance. If payment is not received by the 23rd for collected rents RCS will not service the unit the proceeding month.
8. How long does eviction normally take?
Eviction can take anywhere from 2-3 months in most cases. The courts favor landlords who have abided by the law, have all licenses and permits and have actual leases. Eviction as in any state is not guaranteed but if you set yourself up properly the odds are in your favor.
9. Who pays the utilities at my rental property?
That depends on which utility. Normally tenants pay electricity and heat, owners pay water. But in some cases owners have been able to request that a tenant pay water for a single family unit.
10. Do you pay my insurance, water and tax bills?
No, bookkeeping is the owner’s responsibility. A service can be implemented once you have over 4 units to assist you with your bookkeeping.
11. How long does it take to rent a property?
Average rental time is 30-90 days depending. There are instances where the units rent quicker based on demand and in some cases they take longer. There is no set time on rental time, but your property will be aggressively advertised and marketed for a quick rental.
12. Am I involved with the acceptance of a tenant prior to rental?
Yes, RCS LLC will fax you a tenant acceptance and denial form you must sign off on any acceptances or denials prior to rentals. You can contact us regarding any questions but it is your call in the end whether to accept or deny the tenants application.
13. Will RCS LLC service my unit for the duration of the rental?
Yes, the agreement with RCS LLC is for one year. Once you sign up RCS will service your unit for up to one year from the date of agreement.
14. What if my tenant moves out in the first year, does RCS LLC charge another one month fee for a new tenant location?
You will not be charged a new tenant location for any new rentals within one year of your prior rental. If your tenant moves out and doesn’t complete their lease time you will only pay $199 for a new tenant location service. We want your unit to be profitable and your expenses to be covered as best as possible.
15. How often can I raise the rent?
At every lease renewal a tenant must receive a 30 day notice of any and all rental increases. We recommend that rental increase be mentioned at the initial lease signing so the tenant is aware.
16. Do you inspect the property during the lease time?
Yes, we provide a bi-annual inspection of rental units. This will assist in keeping your unit up to date.
17. How do I know if the tenant needs something repaired at the rental unit?
Each tenant is given a maintenance repair form which they must submit in writing for any and all repairs required at their property. If the form is not submitted by fax or mail then no repairs will be serviced. This is to provide you with a paper trail for your property.
18. Who do I contact if I have a question regarding my property or services provided?

19. Can I inspect my property at any time?
No, remember although this is your property someone still calls it home and you must respect that space. A scheduled appointment must be made and confirmed by our company, the tenant and the owner prior to inspection.
20. Will you need to contact me directly for any reason?
Yes, there may instances whereas our company may need to speak to you regarding your property either for a repair, eviction situation, move-in etc.
21. When utilities are lien items in Philadelphia?
Gas, Water, and taxes are all items that can become a lien if not paid. Note even though a tenant is responsible for their gas bill an owner must cooperate with PGW (Philadelphia Gas Works) and provide them with lease and tenant contact information in case the tenant is delinquent on a bill.
22. Can I request for a tenant to pay the water bill?
Yes, but only if the property is a one family unit. And if you are still responsible for the water bill so please ask us so we can show you how to be notified of all water bills for your properties.
